LIHEAP is a federally funded program that helps low-income individuals pay their heating and cooling bills. LIHEAP provides assistance to both homeowners and renters and can be used to help pay for a variety of energy costs, including electricity, natural gas, propane, fuel oil, and wood.

Who qualifies for LIHEAP in Iowa?

To qualify for LIHEAP you must meet certain income requirements that vary by household size. In general, you must be at or below 200% of the federal poverty level.

How to apply for LIHEAP in Iowa

To apply for LIHEAP in Iowa, you will need to contact your local community action agency. The application process for LIHEAP varies by agency, but you will generally need to provide your income, household size, energy costs, and possibly residency. In most cases they may need an appointment to review their application once it is completed.

Deadlines for applying for LIHEAP in Iowa

You can apply beginning October 1st for regular assistance (no disconnection notice needed) if your household meets one of the following criteria:

  1. You or someone living with you is age sixty or over, or
  2. You or someone living with you has a disability, or
  3. The power company disconnected you, or you have a disconnection notice for your heating, electricity, water, or sewer service, or
  4. You use propane and your tank is at or below 30% full.

All other households can apply beginning November 1st. The last day to apply for the winter heating season is April 30th.

  • LIHEAP is a grant program, so you do not have to repay the money.
  • LIHEAP can be used to help pay for heating and cooling costs for both your primary residence and second home.
  • LIHEAP can also be used to help pay for energy-related emergency repairs, such as fixing a broken furnace or air conditioner.
  • If you are approved for LIHEAP, you may receive a one-time payment or multiple payments throughout the year.
